He needs a visa and passport to enter the US. He may even need to produce proof that he is coming here on holiday and not to live, for example proof that he has a job, rent to pay, responsibilities back home

He CAN leave the US any time he wants. What he CAN'T do is come back without a visa, green card or any paper that tells immigration he has the right to be here.

Apparently he's illegally in the country.

I wonder where his passport is from.

He can leave with just a passport. Once there, he will be asked how long he plans to stay. He can say two weeks or whatever, but once there, must apply for temporary work visa. If not granted by that country, he must move on. If he doesn't he will be an illegal immigrant of that country, and subject to deportation hearings if caught.

Private airplane... some busses run out of the country without checking ID....

The problem is, Mexico has stricter immigration laws than the US, and won't allow people into Mexico without ID.
