Yes. Your parent(s) does need to sign for you to get the permit though. After that, you need a licensed driver over age 21 in the vehicle with you while you are driving until you get your full license. Your problem may be getting insurance. Under age 18, most companies cannot issue a policy. This probably can be overcome but can also be sticky.

I wouldn't think that it would matter. You will need a licensed driver to go with you however. There is also a limit on the age of the licensed driver too. Your state may vary in this regard.
