DONT EVER USE TOOTHPASTE!!!!!! That will make it worse! Use a GLASS cleaner like Windex. Works like a charm!

Sometimes it is impossible to remove the scratches from a CD. There is a clear finish over the top of the medium and that, of course, is what gets scratched.
There are CD cleaners you can buy at the store that claim to remove light scratches. Generally, the more expensive your player is, the better able it is to read through the scratches.
However, CD's are not indestructible and serious scratching can't be fixed.
(What do you mean by "this CD with a clip on it"?)

First, try dish soap. Squirt a little on the shiny side, rub it around, and rinse it off thoroughly, then let the disc dry. Sometimes that helps. If it doesn't, move on to the toothpaste trick, or clear nailpolish is --awesome-- to fix scratches. And if all of this fails, you can buy a disc doctor from Wal-Mart for just $10, that will sand down the surrounding plastic until the scratch is 'gone.'

Go to a record shop or a Hi-Fi shop and buy a CD cleaner kit with fluid and a CD repair kit. If you can't find either locally you couls try some isopropyl alcohol (IPA) or similar.
NEVER use common household stuff like toothpaste, it's an urban myth and is more likely to damage the CD than anything else.

toothpase is abrassive, dont use anything abrassive to clean a CD unless it's a last resort thing, and even then I would say no.
I use alcohol and soft material like silk or the pads used to clean lenses on glasses. Alcohol is a solvent and will break up any stains or encrusted matter on the cd. YOU NEED to use something soft to wipe it with otherwise you will get more scratches. Scratches aren't normally a problem in playing the CD unless they're relatively deep or long.

Whichever method you choose to clean remember to only rub from the centre of the disc to the outside (or vice versa) but NEVER in a circle - round and round the CD. Long scratches are the worst.

They have CD cleaner solution and equipment. The solution just cleans and repair the surface in which you use a cloth to rub it on. The equipment cleans and repair by buffing the surface.
You need to figure out which one you will benefit from the most.
Or just simply try a cotton ball moist in rubbing alcohol. You will be surprise at what it can do.

as Keith B said, make sure you wipe outwards from the center of the disk to the outside - thats important b/c the CD/DVD player reads in concentric circles and you don't want to add circular scratches to the disk as it might make it harder for the player to read the disk.
a light spray of isopropyl alcohal will remove the grime.

sometimes putting a little toothpaste on it and rubbing gently with a cloth will help, or there's this stuff called novus polish that you can order that will clean them really well.
