The purpose of an "International Driver's Licence" is to translate you country/state licences into a variety of languages. It always helps to have one if you are traveling to a country that doesn't speak the same language as the jurisdiction that issued your licence, but isn't always necessary.

If you have a US state issued license then you will need an International Driving Permit to drive in most countries of the EU including Austria, Switzerland, and Germany.
You can get an IDP at your local AAA office. There is no testing involved, it's simply a translation of your state issued license.

depends from where u come from...i come from a 3rd world country and living in germany i had to do the theory and practical test. if u r living outside germany and need to drive in germany u just needthe international driving license.
