You need to go after the people selling them. They have a right to check where their pets go.

Can we include incompetent pet owners that buy on impulse, don't do their research, get a puppy mill puppy and then turn it over to rescue because it's just more then they can handle? I think there should be more then a background check. I think there should be manditory spay/neuter unless you can prove the dog is currently being shown in comformation. However the problems lies in lack of funds to do these things. Another thing that would help is if Puppy Mills were illegal, but alas all they need is a little USDA license and they are allowed to keep dogs in small wire cages laying in their own feces. The pet industry makes me physically ill.

Me too. I think that stricter rules should be enforced where I live (Toronto, Ontario) abou towning a pet.
There are rescue societys that help with this kind of thing, but it is hard to get all the bad owners. In some places I know in Canada, you can't own a pet for x # of years if you have abused it before.
Some good breeders though, will check on the dogs that they have sold to owners and if they see them mis-treating the dog, the dog is confiscated from them. That is the right thing to do, in my opinion!

Man, do I agree!!! I think that all shelters, rescues, and breeders should do a criminal check.
The problem though, is they can just have someone else by the dog for them, but at least it makes it harder.
It is heartbreaking and unfortunately, dogs pay the price, but so do those of us with so called dangerous breeds because we are losing the right to have them in certain areas and we can't get decent insurance, all because of the morons that irresponsibly own dogs.
Anytime an animal suffers it is heartbreaking, but especially when it is at the hands of some idiot because it is so needless.
I wish there were tougher laws. I have been writing my congressman asking for just that, but that's about all we can do.

It's not just the fact that people abuse their dogs by physically hurting them that bothers me but also the fact that so many people come on here asking questions that are intended to find a solution to their animals problem without consulting a vet. People who are not prepared to research the dog breed they are getting, take care of the dog and pay for it's needs should not be out there buying dogs. I agree that it would be great to have a background check done on people but that would not solve the problem of people not caring for their dogs because they are too lazy to walk the dog or don't want to spend money on the vet. People who own dogs should be willing to take the time to properly train them.

I use to live beside a douchebag with 2 awesome dalmations and if they barked at a bird or a car or something he would go nuts and start back handin them across there faces. My brother eventually called the SPCA. But this douche and so many others just like him by dogs cause for that particular week they think there cute but then they get older and forget all about them like they were a playstation2 or something. Definitly should have background checks on douche's like that.

I agree, and that goes for ALL animals. When I bought my parrot The owner made me sign an agreement to visit the bird at least once a week at the pet shop until it was ready to be taken home. This was partly so I could bond with the bird and partly to insure that I had a vested interest in my purchase. If I had not kept the agreement she could have kept the bird and my deposit. If more people had to prove their devotion to the animal before taking it home I think they would be cared for better.

It would be ideal in a perfect world but a lot of people just pick these dogs up on the side of the road, hand me downs from idiots that don't fix their dogs, and so on. Many states are considering implementing a law that if your dog gets picked up by the pound and is not fixed you can either pay a 10,000 dollar fine or they fix the dog before you get them back....I hope they pass this law everywhere

i do. i mean y r we giving a life to someone who wont take care of it. these people should also not be able to have children because they cant even take care of a pet then how r they going to care for another human life. i mean the place i got my dog from was disgusting. but i didnt want him to end up dying because no one wanted him. there were dogs penned up in the little calf houses. they were in a 3x3 pen 15 little pups and their mother. i mean these people were on their way to becoming a puppy mill but i felt bad for my dog. and i am glad with the decision i made because i now have the best dog a kid could ask for. but ur right people shouldnt own dogs if they cant care for them

I agree. There are far too many animals dying out there because of bad owners. I think when animals get taken away it should be recorded and any time you get an animal they check those files. Of corse this doesnt help for privetly sold animals. I agree though. It breaks my heart to see animals dying like that.

Well, since no background check is required for *children* certainly there can't be one for dogs.
There will be stupid people doing stupid things - always. The best we can do is to support the animal organizations that educate people.
Maybe you could volunteer to do some talks in your local elementary schools about the care of dogs. I think getting people while they're young helps the most.
