She's already had it for about a week with no signs of it easing up. Also, it doesn't itch.

It might be something on the clothes she's been wearing. If it is then there's nothing to worry about, just take a nice long hot shower and wash the clothes in hot water.

Most probably she is having seborrhic dermatitis which affects upper back & chest . This is associated with dandruff commonly ,is she having dandruff & acne .This is due to blocade of pores with associared fungal infection . Dont apply any thing oily & may try some antifungal ointments Or powder spray.
