It is like looking through a rifle scope...there are cross hairs in it to show where you are aiming.

If you are in the "cross-hairs" someone is "aiming" at you or looking at you

I think it means, in a gun site (one of those things on top of a rifle that you use to find your target easier) there are two fine lines you see, in the form of a "+" and if you get the target exactly in the center of the "+", you have it in the "cross hairs".

When you are looking thru the scope on a gun, the + in the middle is the crosshair. So if you are "in the crosshairs" of some trouble, it means you are the target being aimed at.

cross hair is like having something "in your sights". crosshair is the X symbol you see on videogames where a gun will shoot, it's where you know to aim.
