Big time scam! That is where most of the scam operations are ran from. It is to avoid the U.S. Laws. A person would actually have to fly to the U.K. and give someone a "Down Payment" or a "Percentage" in order to receive their winnings. Obviously, they would never see that money again. Chris Hanson did an investigation on Dateline NBC.

it's fake.. you didnt picked a number, how will you be a winner?.. and when you reply to it and ask them to just debit the amount that they will use to spend for the money transfer from the prize you won, they will not agree to it., they will ask for your account number and ask for a hefty sum of money for the courier.. tsk tsk,.. scammers..besides, they will call you if you really won,.. i received the same notification last month,. i didnt even play lotto online.. hahaha... they are scammers.. don't be fooled..

Sounds like a typical lottery scam.
