Call animal control and the police to pick up this dog when it is out loose and on your property. If you have already told her about this, then you need to call animal control or the police.

The suggestion of an obedience class is an excellent one. Read here https://tr.im/Oy0xT
It will help your dog learn to behave around other dogs, and help keep your training moving forward as you'll want to be prepared for the next class. Also, a good instructor can be a wonderful resource, someone to help you with any questions or concerns about your dog. Leash training can take a LOT of time and patience, depending upon the dog. I'm not sure what you mean by 'horrible on a leash' but my basic suggestion is that you take a lot of yummy treats with you on walks. When your dog behaves well on the leash (not pulling) praise her and give her treats. Change direction a lot so that she learns to pay attention to YOU and where you are going. It's also helpful to teach a "Watch Me" command such that whenever your dog looks at you you praise her and give her a treat. About chewing, yes a Kong is a great chew toy. Some dogs also like Nylabone brand bones. I suggest also teaching a "Leave It" command. You use this when she shows interest in chewing on something she shouldn't. Then immediately give her something she is allowed to chew, such as the Kong stuffed with somethig yummy. This same command will be helpful on walks when she wants to sniff or eat something she shouldn't. Again, when she does leave the item alone, be sure to give lots of praise. I would look into an obedience class right away. I think that you'll find that a good obedience class can help enormously! Good luck and enjoy your new dog.

Most garden centers, even Wall Mart sometimes, sell either an organic mixture of spices and hot peppers which as long as you dont live in a very wet area in which case you would have to keep applying the mixture which deters most dogs, imagine inhaling habanero pepper dust, dogs noses are extremely sensitive and they will not come back to areas where they are easily irritated. There are a couple of chemical mixtures as well but I prefer the natural type. Motion activated sprinklers are available from Lee Valley over the internet or mail order as well. These work for geese, cats and most wild animals as well.
plus this has the benefit of no damage or injury to the animal.

Put a fence up around your garden, or warn her you will take legal action, or get a dog of your own that wil stop their dog gettin in your garden. I dont think there is anything that can be put on the lawn cos of wildlife, u just maybe have to consider creating a fence high enough for it not to jump over.
Good Luck
Hope this helps

If like me you are unable to put a fence up between the properties then call the local councils enviromental health department and make an official complaint. If she won't listen to you perhaps she will take more notice of the letter they will send her. You could also report her to the dog warden. If it's out alone they can pick it up and she would have to pay to get it back! You could also try removing any dog feaces on your lawn but instead of bining them put them right outside her door!!! You better use gloves! There is a spray you can get from most pet shops but it needs replenishing after it rains and to be honest I don't see why you should have to pay for it! Perhaps you should get one and send her the bill?

You could put up a fence but it is NOT your responsibility to keep HER dog off of YOUR property. You have been polite and asked her to prevent this from happening so now is the time to take further action. Call the dog warden so they can catch her dog loose then she will be forced to abide by the laws of proper restraint. I am a responsible dog owner and I do my very best at keeping them safely in my yard. Accidents to happen and one may very briefly end up in the neighbors yard but what she is doing is no accident. She is just being disrespectful to her neighbors and placing her dogs life at risk. For the safety of her dog and your garden just call the dog warden.

It is not your responsibility to keep someone else's dog off of your property. Call the police or animal control to pick up the dog. Catch the dog if you can and turn it over to them. But if you don't want to do that, dried up, ground up jalapeno peppers spread around the yard will sometimes help. It really irritates a dog's nose.

Get some laxative chocolate and place it where you know the dog will go.
Poor Fido will with luck crap allover your neighbours carpet, this should ensure that she takes the dog out under control at night, especially after maybe a vets bill.
Repeat for a couple of nights but know more, remember it's not Fido's fault.
It may be cruel but it's proberbly effective

I know there's a sonic gadget for deterring cats...I wonder if it works for dogs too. It works by sending out an ultra high pitched sound inaudible to the human ear, but cats and dogs can hear it and don't like it, so they stay away.
A cheaper option is a horrible scented gel - but you have to keep re-applying it and it does stink.
Check out the links below for examples.
