The speaker of parliament chooses who is allowed to address the parliament. Standing up is an indication that you want to speak.

This guy above me is definitely the biggest a**hole here!!! He just want to go around and tell people that they can't spell. Don't answer a f**king question if you don't like it. Why do you care??? Go watch nightline or read something.....so you can answer our questions better!!!

I think it is a respectful gesture that they stand up when their colleagues speak.

It is like putting your hand up to speak. It is a way of telling the speaker (the man in charge of the proceedings) that you want to say something. Only one person can be standing at any one time so they sit back down when the person speaking starts talking.

anyone in the house must stand before speaking in order that the 'speaker' (the geezer in the big chair) may allocate them an opportunity. Once someone is speaking the others sit until the person speaking is finished. otherwise anyone speaking may 'defer' via the 'speaker' to anyone standing whom the person speaking thinks may have a more important point.
Clear innit!

When they stand they are all looking to talk it is then up to the speaker to decide who gets to talk usually if its the prime minister or someone important they are given priority. Or even the person the question is directed at.

attempt crossing your eyes whilst talking. this would possibly not merely sidestep your resourceful and prescient from the lazy eye aim and alleviate any linked dizziness yet, it additionally facilitates the guy to sense stronger whilst engaged in reverent discourse with you. (hmmm...is it merely me or does reverent discourse sound kinda hawt for some reason?)
