If I understood right the pencil marks are "under" the new paint ? If they are, you can't really remove them. Try using the oil based Kilz (you might need a couple of coats over the marks) then paint your new wall color over the primed area. You'll be able to tell right away even before you use your wall color if the pencil marks are comming through the primer. Pencil is hard to cover w/ paint !! Good luck !

I agree with the OP, Paint some undercoat on the pencil marks first, make sure its oilbased, then emulsion as normal, the pencil mark wont bleed through.

Stain blocking: Prevent graffiti, rust, smoke, water, crayon, ink, marker and grease stains from bleeding through the paint by using a primer such as Kilz Original or Kilz Premium. In fact, the original formula is so effective as a water and smoke-stain blocker that it is recommended and used by companies specializing in fire restoration. Kilz Upshot primer is also available in aerosol cans to touch-up water-damaged ceilings and ceiling tiles. It is tinted to match the color of aged ceiling tile.

This is available at most paint stores

I have tried mr. clean eraser on mine, and it doesn't seem to work on pencil. The best thing I could find is to buy a large enough (pencil) eraser for the job and use that. :)

Use a damp sponge, and a can of kitchen cleanser.
Just take the sponge and place on top of can, invert once
so that there are 5 or 6 spots of cleanser on the sponge.
then lightly rub that over the pencil.

That procedure will work with anything on a wall from crayon, to pencil, pen, even marker. Just don't scrub hard.

Well I do know that they ask at least. Read an article about the shut down of an "interactive" wading pool in fla., due to a male dolphin exuding his penis and rubbing it on a woman's leg. She was menstruating at the time.
