I have never seen anyone put a napkin on their chest in any restaurant. Napkins go on the lap. If you need to leave the table, the napkin should be placed on the seat of your chair. After dinner, fold the napkin and place it to the left of your plate.

It's a cultural thing. As an American I was always taught to place the napkin in my lap but I've noticed being over in Europe hardly anyone does that. The napkin just remains on the table.

Put it into your lap as soon as you sit down. If you need to leave the table during the meal, place the napkin to the side of your plate. Tucking the napkin into your shirt to cover your chest (like a bib) is heavily frowned upon, etiquette-wise.

It should go in your lap. Classy people don't put it on their chest. Those who don't know how to eat properly put it on their chest.
