1. Jealousy.
2. You actually do look like a horribly clad, overly sexed streetwalker, and they just so happen to be older and wiser.
Having a sense of sexuality and dressing sexy/like a tramp are two different things. A sure sign of immaturity is interpreting 'dressing sexy' to mean 'wear the tightest/littlest clothing possible.' Being sexy is an attitude as well as a way of dressing... just showing a little bit of throat or leg can do much more than a tiny miniskirt or low-cut shirt can.
Also, there's a fine line between what's young and "too young." Young girls are not emotionally developed enough for the consequences of being "sexy." Plus, no matter how you look at it, young people are still CHILDREN (I'm 21 and I still think I am in many ways a child) and are, well, naive. If you think you're not... you'll realize your mistake when you're older.

Because it reminds them of their own youth and all the silly mistakes they themselves made. It can be almost embarrassing to watch.
Depending on how much older you mean, I doubt it's jealousy. Mature women have had plenty of time to develop confidence in themselves, and avarice towards other women is not as common as it is in girls your age.
Have you considered that the reaction your getting is because of your attitude towards them, and not because of how you look?
Edit: I should point out that I am not myself an older woman, but I do spend a lot of time conversing with older people.

I really don't think they're "insulting you," but rather you're construing it as such. They're most often pointing out the faults of behaving like a slut or a tramp, and the more sensible behavior of acting like a young lady.

1. Their term of sexy isn't the same as yours, because what was sexy to them, isn't sexy to you, and vice versa.
2. They are past their prime, and are jealous.
3. Perhaps you are too young, and they feel you are acting more slutty than sexy.
4. Sexiness in public has it's limits, perhaps you exceeded it?

Do not worry about it :
It is only the inferiority complex and/or insecurity of these 'older women' that is expressed and exposed by all such 'insult's !
