a budget he wants to get married at city hall and next year have a wedding with our loved ones ?should i have a party with family or a small reception?

you could and your families would probably like that even if its a BBQ at your or your parents house or you could serve cake and punch that would be fine too i think they would just like to celebrate with you

For a woman, her wedding day is the most important day of her life. If you can afford a small reception with your famillies included, do it. You can do this on a 3-5k budget, location and all, but it requires some work, like you got any friends that can provide music, food, photos, whatnots?

If you can't afford it right now, maybe just some sweets and champagne at the city hall? After all, are you two getting ready for a wedding, or for a marriage? :)

You can have a nice reception later in the day as a backyard type of thing with close friends and family, and it can still be elegant. Just look at food you can make ahead of time, and enlist some help in setting up. Even a bbq with a cake can be fun--just a way to celebrate the actual marriage with your loved ones.

Too late to arrange a big reception anyway.

Arrange an informal backyard celebration and invite everyone. Make it potluck catering if necessary.
