What is the difference between 2 sentences below?
The data has been created.
The data is created.
Please show me how should they be used.

The sentences are different in tense. The first is past tense. The second is present tense.
The data has been created means that the data was created in the past. The past could mean a minute ago, an hour ago, a day ago or a year ago. It does not matter when. What is important is that the emphasis is on the fact that the job is over and done with.
On the other hand when you say the data is created you are talking about an ongoing project. It may still be going on and the emphasis is on the creation of the data itself rather than its completion.

It sounds to me like if there was more to each of these sentences, it would be like the following:

The data has been created (for a while now). [As if it has existed for quite a while.]

The data is created (using Microsoft Excel). [In the present tense, showing something.]


I'm sure it has something to do with past participles and such, but I'm not an English major and I couldn't tell you more. :)

Well, I think I take issue with the word "created". Seems like it should be "compiled" or "analyzed"; created sounds like one source made it up.

But -- they are very similar when you use the word created, and not QUITE so similar with compiled or analyzed. In all cases, though, the first statement sounds more like just that: a statement. The second one sounds more like breaking news.

It has the same meaning. People add "Had Been" to make the sentence more stylish and they sometimes cancel "Had Been" for some shortcuts.
