It's near the Maryland state line close to North Capitol Street, and it has an outdoor area with sand and palm trees out back. I only went once but want to return.

There's also a place called Clare and Don's Beach Shack that used to be near the Clarendon Metro, but recently moved to Falls Church. Their old location was very "beachy." I haven't been to the new one yet.
