During war, shooting down a tanker would mean the destruction of a force multiplier, so yes that is permitted. It may sound like shooting fish in a barrel, but destroying an enemy tanker would hurt their ability to conduct long range attacks, etc. If an F-15C, F-16 Blk 30-50, or F-22A were to come across an enemy tanker while it is tanking enemy fighter jets then the F-15C, etc. would be well within its rights (ROE and LOAC) to shoot down the other fighter(s) while it was tanking and then take out the tanker too. Those assets are lawful combantants and facilitating the enemy's objectives. I've posed this question to my USAF pilots about shooting down a helpless AWACS and they said yes, because of how it would hinder enemy capapbilities from losing such a valuable asset. It is all part of the air war, just as it would be legal to hit a jet on the ground while be refueled or even a tank while it is being refueled.

A tanker shootdown would be one big flaming fireball in the sky, that's for sure. Sweet!

There's nothing wrong with sneaking up to and hitting an enemy while he's unprepared. If he leaves himself open and unprotected, that's his problem. There is no "time out" until the entire conflict is over. Hey, war isn't supposed to be a boxing match.

In a time of war, it is permitted.

Ethics is another question entirely that has no meaning in war to a professional soldier. There are rules that must be followed, not ethics.

Ethics is a matter of which set of rules apply -- ethics are not universal.

So, if the particular rules you are fighting under say it's allowed, then it's allowed.
