Don't shave. Use Nair or an equivalent. Razor bumps and dark spots (which are probably ingrown hairs!) are inevitable with a razor. It is far less painful and embarrassing to use a hair removal cream. Just be very careful when following the directions.

There's a razor bump cream for men on market. Never used it but I hear it works.
I find that getting waxed is better esp if you're sensitive to that.

Try using an electric razor. It will not cut the hair quite as short, and thus reduce the likelihood of ingrown hairs, which is what is causing the bumps.
