Yeah, "more than a friend," means that you can satisfy him much more as a girlfriend than as a friend. He most likely wants a relationship. If you were good friends then he's going to be kind to you as a boyfriend.

it depends because some guys say that they like you more than a friend but they are either afraid for a commitment, not ready or you're special to him or just too shy to ask you to be his girl.
but you gotta ask him what he really meant by that

he likes you, but he might not be fully commited to a relationship. like me, girls like me i like girls but i would rather relax for right now and not go into a relationship, its good for me and my wallet lol
