All those anwsers are ok but if you want great tasting rice do is like this:
-Put a bit of oil on a sauce pan and sautee some finely chopped garlic (3 will be enough). Once the garlic is starting to turn brownish (dont burn it!) add the water. Once the water starts boiling add the rice (1 cup rice per 1 and 1/3 cups water) and some salt. Enjoy the flavour!

It depends on what kind of rice you want. Do you want fluffy rice or do you want sticky rice?
If you want fluffy rice. Buy long grain rice. In a pan add two cups of water and one cup of rice. Bring to a boil. Reduce heat, cover and steam for 20 minutes. Remove from heat and fluff with a fork.
For sticky rice buy a rice cooker. Use short grain rice, like cal rose. Rinse the rice 4 or 5 times until the water starts to become clear. Drain off the water. Let stand for a half hour. Follow the directions that came with the cooker as for how much rice to water, it varies with the brand of cooker.
Fluffy rice is better if you are going to make some thing like lemon pepper rice or toss with anything.
Sticky rice, my favorite, is great with stir fry or any dish that is going on top of the rice. It is also easier to eat with chop sticks.

I was taught how to cook rice in Japan......and they care about how rice is cooked.
wash the rice thoroughly using a kneading motion
(you can save the discarded water and put it on your garden..it`s great for the plants)
add the water (to cover the rice and a bit more). Only twice as much as the rice. Don`t cook it like spaghetti in lots of water.
bring it to the boil. As SOON as it boils turn it down as low as you can and cover the pot. Cook for 15 minutes.
If you want to make sushi make sure you use a short grain rice. Long grain rice won`t stick together.
And........if you can afford it get a rice cooker.....so much easier. EVERY Japanese family has one.
almost forgot......MIL (Japanese) says that you should leave the rice to sit for a while before cooking(30 mins to 1 hour).....then again after cooking (30 mins) and then fluff the rice.
I always forget though...........

This the recipe for no fail perfect rice every time!!!
Place saucepan on stove on high put in 1tbls of olive oil(or oil of your choice) and heat then place required amount of rice in pan and cook for 2mins stirring constantly 2 make sure it doesn't burn. Then pour boiling water into pan about 1 inch above the level of the rice and place lid on pan. Turn of stove and wait 20min and you get perfect rice. This method is for use on electric stove if you have gas then turn gas down as low as you can. Good luck.

1 cup of rice to two cups of water, 1/2 tsp salt, 1/2 Tbsp butter. Close lid and cook for 20 minutes on medium heat. DO NOT LIFT LID!
Remove from heat, allow to stand 5 minutes and then fluff

Twice as much water as rice, keep a lid on and simmer it on low. Don't peek too much as the rice needs to steam and well as simmer; if you peek you'll have to add another splash of water.
