I agree with those who say chocho/chocha means an old person; ex: "Está bien chocho," meaning, "he's really old." Also, in Mexico, it can refer to the head, "me duele la chocha," meaning, "I have a headache." Oh, and if I recall correctly, it also refers to the police... "Ahí viene la chocha," meaning, "here come the police."
If nowadays it has adopted a new meaning, I guess it's one more example of how language changes and how a completely innocent word can turn vulgar.
