Jehovah's Witnesses believe the bible to teach that each Christian must decide for himself how much he can donate monetarily.
(2 Corinthians 9:7) Let each one do just as he has resolved in his heart, not grudgingly or under compulsion, for God loves a cheerful giver.
(Romans 12:6-8) We have gifts differing according to the undeserved kindness given to us...he that distributes, let him do it with liberality
Of course, Christians understand that they have an obligation to expend themselves not only by monies, but by their time, energies, and efforts in godly service.

That was part of the Law Covenant which was abolished with Jesus' sacrifice. 1 Cor 9:7 Let each one do just as he has resolved in his heart, not grudgingly or under compulsion, for God loves a cheerful giver. Time spent in field service, meetings, and other duties related to the faith would be considered as part of a spiritual tithe.

I don't know. It could be because they want all to give from their heart that they will be blessed. You know, like other religion's they force guilt on their member's to give. The pastor will say "If you hold back your 10% so will God hold back your blessings." Some other's like the Evangelical's on television will say "Donate a 100, 1000, 10,000, 1,000,000 right now and God will turn that into millions!" Jesus also said everything must be given with love (not guilt).
1 Corinthians 13: 3 If I give all I possess to the poor and surrender my body to the flames, but have not love, I gain nothing.
Matthew 19:21 Jesus answered, "If you want to be perfect, go, sell your possessions and give to the poor, and you will have treasures in heaven. Then come, follow me. (Talking to the rich young man)
There are MORE poor people than rich people. It's hard enough to live on a day to day basis even for necessities. People have to give accordingly to what they have. The rich can give more abundantly where the poor are limited. It would be wrong to tell the poor give me your 10% because I don't think Jesus expects the church to oppress the poor even more than what they already are. Emergency circumstances do happen also where at that time a person can't give at all.
THE BOTTOM LINE: Give from your heart with LOVE.

As the friend above me stated, the law regarding tithing 10% was done away. The Mosaic Covenant with God was replaced with Jesus making a new covenant with God. This new covenant was established upon His death. (1Corinthians 11:25)
And ,as stated above, giving was to be from love, not because of law.

Because we need only what we need.
IF tithing is done then there would be an excess.
And why do tithing in the first place?
We are not Israelites under the law.

Amazeingly men donate their time to preach and become very experienced preachers and it is all volenteer. They do not get paid for the many hours they spend sheparding the flock and going door to door. No one makes any money from the collections taken. Those at the top of the organization are not paid. All the money is used for up keep of their kingdom halls. Helping those in the congregation and
assisting in diaster relief. Someone said "How do they get someone to preach for nothing?" He said, "Jesus never charged for preaching. Neither did the apostles."
There is no rich man at the top. So they need very little to survive.

misplacedMother,Coolcat, & Shalei all gave the right answer.
It is from the dead law.
It died when Jesus died.
(gave his perfect life as a ransom for us all.)
We are under a new covenant now,
that Jesus instituted after the passover celebration,
he excused Judas, and then instituted the new covenant.
You give what u can, when u can, where* u can.
*Where--in God's service.
Just as misplaced mother said.
Each 1 has his own gifts.
