Should I buy a laptop in Tianjin China?

If you go to a proper shop that can give you proper service, a proper receipt (fapiao), provide service (usually 3 years within China, no matter where, 1 year if you take it abroad), install the right software (I suppose you prefer English applications) and all that there's no reason to not buy it there. However, don't expect these people to speak English, you better take somebody with you who speaks Chinese and can translate for you.
I advise you not to buy if from people who approach you in the street.

Not unless you are going to live there. You will find that you are not going to get a great deal in Tianjin. Then, you have lost your warranty and any service commitment. No, don't do it.

Not sure why you would bother, they are dirt cheap everywhere and buying locally you will have the right language software, warranty and support, as well as the right AC adapter.

No. Buy one in the US or Hong Kong. I doubt the quality, particularly if you go to Tienjin.
