What's the best route to take? Should I tear it down and rebuild it from the ground up, or should I just tear it down and replace it with a modular home? How hard is it to get a modular home in Southern California?

Get a good contracter to come in and tell you the cost of repairs and then compare that to modular prices (maybe online?) That should help you to make a good informed decision

First, get in mind what you want out of the house. How big you want it, what all you'd like to use it for, etc. How much furniture you want to put inside it, etc. Then try to get in mind how much you are willing to spend and start writing all these things down.

Then you just need to go out and price compare and shop around. Somtimes it's best to tear it down and rebuild. Other times its best to fix it up. And sometimes it's best to just set a new house on top of it. It all depends on what you want out of it.

Why don't you start with a home inspection first ~ pay someone to tell you if the house is structurally sound. If it is, it's usually less money to rebuild part of the house, then to raze it and put in a new one.
