I have been to many many weddings and the best toasts are when you hear about how the two (friends) met and where. what stood out about becoming his friend and what keeps you still being his friend. this is where all the good qualities and strenghs are told out in the open for your friend to hear publicly how much his friendship means to you. keep it simple from the heart with a sense of humor for the crowd to laugh and cheer the couple as you lift the glass to cheer happiness, wealth, health, long life and fertility. the five for a happy marriage. good luck and be prepared if you need to write it down and read it its fine i've seen it too. poems and riddles and even quotes have been used too. not too llong remember

Are you asking for a toast message? or asking if you need to do a toasts for a small wed? Answering the latter, i think even if it's a small or big you should have one.
for a toast maybe you use this format if you want to:
1. history - (couple) with few highlighted happenings
2. Relationship (good things) Thank you to all present/ or had a special part in the relationship
3. What you look forward to...
