Nolo Contendre means you are not admitting to the charge, but you are not fighting it either. There is no LOGICAL reason why you can't enter the plea every time you are cited for anything. EVERY Nolo plea results in a guilty verdict by the court. The main reason for such a plea is that, unlike a guilty plea. It can't be used against you in civil court. For a speeding ticket, I don't see how a guilty plea could be relevant in civil court.

In the state of South Carolina medical personnel are only allowed to break traffic laws if there is an emergency nearby that they can assist with. Like a car accident a nurse is allowed to assist and hold up traffic if necessary, until the police and ambulances arrive. Citizens with medical knowledge able to assist are allowed to aswell depending on the circumstances. But you can be charged with a crime if you perform a medical service and it goes wrong. That's the only way down here other than an actual emergency vehicle.

Nolo means you don't contest the charge. It isn't a "once in a lifetime" thing.
