No, the retailers do not have to supply it, and yes you will have to buy one, especially if you need to reformat the hard drive, which happens on occasion.. Even now when you buy a new pc, most major companies like dell, hp, etc. do not supply the restore disc with the pc, you have to go through an aggravation period of obtaining them from the company..

I don't think so, even laptops are given only a rescue CD that is already locked to function with the particular model.

Yes you have to buy it or somewhat legally install it in your own license, unless it's within warranty and you can stand the wait for sending it in the shops.

That is largely the primary reason why I prefer assemble my own (or mom-and-pop shops in the older days) because you would have bought useless warranties and supposedly good service.
