I have been taking him to a local park every day and he sits nicely in the back seat until I slow down to park and he realizes where we are. Then he starts barking incessantly, to the point where it scares children nearby. He is an otherwise calm, well mannered dog, how do I get him to stop barking as I park my car?

He knows he is at the dog park and he really enjoys being there. His barking is excitement because he knows he is about to have fun. Is this really that big a problem? I know a number of people in my agility class have the same thing happen. They really don't seem to mind. It means the dog is happy. The barking I'll assume stops once you get the dog out of the car and into the park?
If you really hate it, you might try putting the dog in a crate in your back seat. He'll probably still bark, but he won't be jumping at the windows and scaring anyone.

I own a 4 year old that would never be safe enough for a young rider on the other hand I ride a 4 year old pony that was bought for a 6 year old and is better than most more mature horses. It all depends on the horse. It is not that my horse is a bad horse, it is just that she is not mature or self confident enough to have someone on here that can not guide her. 4 year olds can be tricky and some days be great and other days decide to test you. So if I were you I would ride the horse multiple times before purchasing him. If the owner is not willing to let you do that then she does not trust the horse. By you saying I've never had a horse that young you probably have owned horses before and know how difficult your own horse can be so I won't go into details about how lesson horses are much different than horses that are ridden by only one person usually.

excited barking? or aggrsseive barking??? if excited barking. then when you get to the park do not let him out until he calms down. sit there. he will get the idea eventually... give a treat when he sits or lays down.... if aggressive, well find a park with no people, or go early morning or late evening.

He could have a bad experience to this in the past somehow so the next time that you park your car, just pet him and calmly tell him it's ok and stuff. or maybe he's just excited. you can also park further away from the park and walk.
