Atheist opinion:
True evil, for atheists, is extremely rare, so defining it is extremely difficult.
An "evil act" would have to be:
- an action that harms somebody (including the actor)
- needs to be intentional
- the intention should be to cause harm
- The actor needs to be aware of the consequences
- The state of the actor should not be influenced by prior psychological trauma or physical condition such as psychiatric illness. (That's the tricky part, we are the products of our environment. Sane people who love to cause pain were at 99 or more % victims of someone else before they started harming other)
- The actor should enjoy the act as proof of his own evilness
...That's what I can think of at the moment. It excludes pretty much everybody, so if you can think of someone "evil" by those criteria, please let me know... (I'll arrange my things to be at least 1000 kilometers from that individual at all times)

An evil act is any act in which someone harms another person. An act may be both evil and good if an act harms some people but prevents harm to others.
Good and evil are not dependent on any religious thinking. God and Devil are anthropomorphisms of good and evil.
I think it is fuzzy thinking to say a person "is evil". The acts of a person may be evil, and if the person does primarily evil acts, then we say the person is evil. But evil people may be capable of good acts.

I believe that "evil" if it even existed, would be relative at best.
A lot of people would call cancer evil because it kills people in order to survive.
Unless of course you happen to be a cancer cell. Then you'd be just another creature trying to eat. Suddenly BAM! "evil" is out of the equation completely.

this is esspecially relates to people in power
because having power, monet requires responsibilities, which some people don't have reason: lack oif common sense and brain damage.
