Technically, everyone is permitted to drive once they pass the written exam. But yes, only those applying for the provisional license at age 16 or 17 are required to have waited the six months.

If you think it is beneficial to wait until you turn 18, because you are let us say 17 and 10 months and you're thinking well if I already waited this long then what is a couple more months, then I'm going to tell you that I fail to see your point.

Having that additional two months experience will make you a better driver and help you pass the behind-the-wheel test more easily. Please note that those age 18 or older do not have the requisite to hold their permit for a minimum of six months. But rather, "a person at least 16 years of age but under 18 years of age“…“applying for a provisional driver's license”…“shall hold an instruction permit for not less than six months". Get the written portion out of the way now and apply for your permit. If you turn 18 before six months then you can take the driving test for your regular license instead of the provisional one. So what I'm trying to tell you is that you cannot avoid taking the permit test by waiting because you won't be exempt. Everyone needs to take the permit test before the driving test in order to get their license, whether it is all the same day or for two months. All you're doing is postponing it, I hope that makes sense.

In most states you have to GET the permit. Some states allow you to take the driving test immediately after getting the permit.

I believe so. I live in Oregon and as long as you are 18 you don't have to have the permit as long as you can pass the written and driving test.
