Waxing works, lasts for around three weeks and over time can weaken the hair follice to the point where it stops growing back. Have it done by a professional, usually only $10 or so. Ask for hard wax, as soft wax can rip your skin. Another option is cream remover but most of them burn. The only one I can use is Sally Hansen, and don't use it if you have done anything to make your skin more sensitive (acne treatments, sunburn, alpha or beta hydroxy, etc.)

There isn't a simple answer.
Facial hair on girls comes about in the same way as on boys because of
1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) your body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.
As far as removing it is concerned it's worth remembering that
* Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it.
* Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin.
* Laser is also liable to cause burning and discoloration.
* Electrolysis is very liable to cause scarring and discoloration of the skin.
Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US).

If you want to get rid of any hair on your body, I suggest you use a method that gets rid of the entire root, because if you don't, the next time it grows back, it'll be darker and thicker. You should try waxing. This could be done at home or at the salon. If you want to wax, you should use the sensitive formula because it helps prevent burns, redness, and pain.

I wax it - and in between waxing I check for strays while I put on my makeup everyday, and just pluck them out. It becomes routine after a while, not a big deal.

if you don't have sensitive skin, I suggest NAIR or VEET. Don't shave it, it looks gross... maybe you can bleech it but you have to keep up with it to prevent multi colored hairs. You can always get a permanent fix by getting electrolosis/lazer. It's considered cosmetic "surgery" and is pretty expensive(appx 2000?), but if you got the money go for it. My cousin did it and she seems pretty happy.

just go to longs, walmart, k-mart, target and other stores like that and get waxing strips it really works there is no way to get ride of them but if you dont like waxing then sometimes people dye them blond if they have light skin because it harder to see.
