The rotary type engine is not a one stroke just like a jet turbine is not a 1 stroke either. Combustion is needed on the crank shaft side to make a one stroke, placing the crank in the middle with a combustion chamber at the top and bottom of the piston could be done however it could be argued that it is a 2 cylinder instead of single cylinder one stroke Some stream engines have this design but its not an internal combustion engine.
