the navy has SEABEES.
they never once step foot on a ship!
they are assigned to a homeport and stay there the whole time that they are signed up for.
of course leaving every 10months for deployment.
the navy is actually in Kuwait, Afghanistan, Iraq, Africa and all the other places surrounding these cities... helping keep the peace in these rural areas.
the seabees are a construction battalion and they go build.
who do you think was the first people out there building the protecting walls when the war started.
they help build bridges, homes, schools and water wells for the people out there so they know we are on their side and want to help their city get civilized.

Well I'd say Army because people live on land, not in the sea.. but it really depends on which country's armed forces you're talking about!! Here in Australia it's a pretty safe bet that the Navy have more training and are more extensively deployed but the Army is likely to be much bigger.
They don't like to publish too much info on the specifics of the armed forces these days for obvious reasons!

i'm an army guy and i'd have to say the navy has more fire power than the army, cruse misiles, jets, long range cannons on battle ships, and much more. they can do the most damage with min. lose of life, however the army has the advantage of being able to get there faster (airborne troops and such), but the lose of life can be nasty.
and may i remind you that most of the iraqi forces where taken out by navy aircraft and cruse misiles.

Navy has nukes, attack aircraft, and infantry (The Marines) but if you need to take and hold A LOTof ground (or occupy a country), you need armor and a LOT of infantry, that's the Army. So your question only makes sense if you put it into the context of the mission.
