If I eat healthy no more than 1300 calories a day, exercise/run/lift weights for at least one hour a day, and only drink water will I be able to lose 10 - 15 lbs in one month, if i'm 5'2 and 120lbs

If you're 5'2" and 120lbs, you should concentrate on maintaining your healthy weight instead of trying to lose it. I would suggest talking to your doctor about weight maintenance.

I would suggest a cleansing diet. I lost 12 pounds in 9 days and then 28 pounds in less than a month. I also lost a lot of inches too!
