Anything can happen in law enforcement. I would wait about 15 -20 minutes, then go up to the front desk and ask them about you interview. If 45 minutes have gone by I would ask if I could reschedule.

Let's say you're scheduled at 2 pm. You arrive there at 2 past 15 minutes and wait. If you want the job you will not leave until you are called in (no matter the hour) or you are told you are no longer going to be hired that day. Of course, you can act yourself and ask whether this interview can be rescheduled.
If you feel the company is being disrespectful, it's obvious that you might not want the job after all. Then you get up and leave.

Where I live actually getting a law enforcement job is a process that takes 3-5 years, including 2-4 years of schooling and a year selection process. I would wait for a day in the waiting room to be interviewed!

If you just get up and leave you loose the job. Leave when you have given up on the job.
