tattoo size and age have nothing to do with one another. depending on your state's laws you may be able to get tattooed at 16 with parental consent. in all states you can get tattooed at 18 without parental consent. i suggest waiting until you are atleast 18 years old. i got my first tattoo on my 18th birthday. DEFINITELY don't go to a place that is willing to tattoo you without parental consent being underage, it is dangerous to your health and i doubt that you would get a very good quality tattoo. start saving your money now and you'll be able to get a great quality tattoo that you'll be proud of for life.
good luck!

The only way you're getting a tattoo before you're 18 is if your parents give the artist permission to ink you. So...unless they're willing to let you get a tattoo, you're gonna be waiting about 5 years sweetie. And don't go to someone that isn't licensed and has taken the tests and gotten the certificates because you're putting yourself at risk and the tattoo will look like crap. You're a little too young to be deciding on something so permanent anyways. I wanted so many tattoos over the last few years and I'm glad I didn't get any of them yet. I'm still deciding even though when I was an early teen, such as yourself, I was so sure that I wouldn't regret any of them. But now....I would have.

What could you have put on your body, back, anywhere that could more beautiful than you natural pure skin.
I'd be willing to bet you; if you picked out the very best thing right now and put it aside until you are older for a tattoo. That, in 10 years you would probably hate it. Wouldn't it be awful to have all that ink under your skin covering your pretty body and the time would come when you would hate it?
They say, they can be removed; but it is never as clear and pretty as it was before the tattoo.
I think you would be so sad if you did it.
I think you need to be at least 40. I don't really know.
There are sites online about tattoos. One that I just looked at answers questions that you are having. Check it out. Then, you can relax. I just had a peek.

you have to be 18 to get a small tattoo or a big one. It depends on how old the people at the tattoo shop say even if youre mom/dad agrees. I was 16 and with my dad but he didnt even ask for a signature or anything.

depending on where you live some states won't even do a lower back tat because of spinal complications and risks, i live in canada and you can ask but you will be flatly refused for this reason, as for age 18 unless otherwise stated in the laws. Tattoos mark you for life why would you want something so hideous on your body.

do NOT get a tattoo if you're not over 18. trust me. i got one when i was 16 and i HATE it now. just be patient. and if you find someone that will tattoo a 13 year old, run the other way. that is so illegal its not even funny. they are not supposed to tattoo minors, even with your parents consent
