Ok on the top of the receiver on the left hand side just above center of the bolt is a pin sticking up.
pull the bolt all the way back and push in the pin ( and hold the pin down as you release the bolt handle) that will lock the bolt back.
To release it just grab the bolt handle and pull it back all the way and release it, it should then close.

the mini 14 uses a bolt stop, there is a small button on the receiver push it down and pull the slide back and it will lock in place, mine wore out and my shells stopped ejecting it is only $12 from rugger and easy to replace. it is in side the trap door on the left side of receiver you remove the stock and slide the door down, there is a spring on a "stoppy" that holds it in place if you loose it it will be like $2.00 more. check that

Mini's should automatically hold the bolt back on an empty mag, also.

seems to me you had to push down on the little pin on top of the op rod, don't you? I don't recall them automatically locking back like an m-14 or garand does.
