I am just learning how to drive and I am having trouble on my turns. I don't know when to start to turn and how much I should turn.

This is about your depth perception and distance judgment, this is not taught it is your own experience and abilities, practice with your vehicle, in time you will get better.

1] go to an empty parking lot or commuter lot
2] practice making right turns in giant squares until you get the feel of it
3] then practice left turns until comfortable.
TIPS:
a] put on turn signal about 100 feet before turn
b] prepare to slow down if necessary
c] stop if stop sign, slow down to look if yield sign.
d] start driving straight, start turning when front half of car is into intersection.
e] keep turning at same speed until entire front 2/3 of car is in correct lane; then you can straighten out and speed up.
