yes. Police have many different ways of determining speed other than radar.

Of course. A speeding ticket can be given for a number of reasons...laser, handheld radar, squad mounted radar, pacing the vehicle.

Every squad car is tested on the accuracy of its spedometer. If a squad is driving next to a nother vehicle, the officer can judge their speed by their own spedometer...and it holds up in court.

Radar, Lidar , Laser, Pacing and even the old point to point stop watch method is still legal. Most police cars will have a certified speedometer.

Yes, however it can be contested. Most people loose due to the fact they don't prepare.
Is he: experienced, in motion, what was the weather, were there any other vehicles in the vecinity, what vehicle was he in, etc, etc? Was he speed trapping (fishing) called entrapment? What a PO or DA say is irrevelant, they will convict w/o trial if they are allowed. The real question, were you speeding?

Yes, they use LIDAR or LASER to ascertain your speed or they just pace you. All are legal and all are legit. They require additional testimony at a hearing to establish their experience in pacing though. They also never lose.

Yup, they can use pacing or even eyeballing you, especially in inclement weather conditions.
