I found this and need to know what it means.

Gee. Cute little patch, isn't it? Local 13 is also the name of a band. They use the number 13 in their name because it signifies the 13th letter of the alphabet, which is the M. M, in turn, stands for marijuana. Yes, they like to use smoke it . . . a lot! They do use a skull with 'Local 13' emblazoned somewhere on it. Can't say that this is actually one of their patches though. I believe they're based in California so don't even know if they toured outside the state.

If it's not one of their patches, maybe the grave diggers in Atlantic City are unionized. ;-)

It's a union insignia, but unfortunately I don't know what the skull represents.
Edit. All union locals like to be unique, so they create their own symbol. Because of the skull, it could be a hazardous waste removal team. Just a guess.

"local" means it's a union, but the symbol looks like a union of gangsta thug pirates....
