Our neighbor, a licensed Police Officer, neglects his dog. He ties the dog up, without water or food in the hot sun and leaves. The dog gets tangled up and today he looked close to death. We called the Police in the past about this, not much result. He does not care. Today our local Police Officer came out, after we called, provided the dog with water and moved the dog into the shade. We would have loved to help the poor dog, but could not, we would have been persecuted for trespassing. He could not write a ticket , since the city has no ordinance against animal neglect or abuse.
Some people should be prohibited from having animals. Where is Peta or the SPCA? In rural areas, no one seem to care at all.

I would keep doing what you are doing...if you bug the police enough times and document the neglect by taking pictures from your yard they can't ignore you forever. You could also try calling the sheriff if the police don't wish to punish one of their own. My guess is the police officer who came over talked to the one who lives by you and gave him a heads up. Keep doing your best and call the nearest humane society. I don't know how far the ASPCA will travel but it is worth a shot. Bless you for caring about the dog!!

I have a neighbor like that. I go over & feed & water the dog, and yes, untangle it too. I have also paid for shots for this dog!!! I have reported the owner to the Humane Society & they never did anything. So you know what, I've stopped donating to the Humane Society!! Another previous neighbor neglected their dogs & I fed & watered them all the time. They eventually posted No Trespassing signs & I still went over there. What were they going to do, call the police & say I'm trespassing & coming over to take care of their dogs!!! I think not!! It would take more than a sign to prevent me from helping out a neglected dog. As a matter of fact, I now have one of those dogs in my home & they no longer are my neighbors!!! I would do anything if I were you to help this poor dog.
I feel sorry for the dog & you. I know how it must break your heart to see this going on!!

Call the police officer, and explain your concern.
explain you are concerned about this dog's lack of care.
if he doesn't seem concerned, then explain your next step to him:
you can: tell him you are willing to take the animal off his hands, and take it in yourself, or turn it over appropriate agency, OR tell him:
You will call your local ASPCA or humane society.
You will document the neglect with photos, or make sure the reporting person does.
and finally, you call this police officer's watch commander to make a citizen's complaint, and wish to document this neglect.
see if this doesn't work.
however, be prepared for backlash.
some police officers feel they are above the law.
that is sad, as most are genuinely caring for animals and good people.
And I find it amazing there is no ordinance for animal neglect or abuse in your area!

I would call the closest office for animal police from your area, just to give your neighbor a reality check. Because your neighbor is a policeman himself, it might have something to do with how things are handled by the police department. i would look up your local animal police on the net and see what you come up with. Man, I can't stand the heat out today, how can anyone expect a dog to?

You MUST report him to the nearest ASPCA... please do not delay in doing this. Just because he is a police officer, he is not above the law nor does he have the right to amnesty after neglecting his pet.
You can search for the nearest humane society or animal control agency in your area by going to this website:

Please do not stop calling until you find someone who will listen. Call the police department and ask to speak to the officer's supervisor. Call your local newspaper. This animal depends on you speaking up for him/her.

Do not forget to document your actions. Take lots of pictures of the dog, the area where he/she is chained, and keep notes of who you spoke to about the neglect, when, what you reported, and what action they took (or didn't take) in response to your call.

they do care in rural areas. Send them a letter or contact the local animal control. going to the police will get you no where, considering he is a police officer. Also take pitures, plenty of pictures as proof! and you may even try to send those.

That is really sad. Screw it. Steal the dog tomorrow, and if he questions you play dumb.
That dog deserves a chance at a life where people are going to pay attention to him and care for him.
You could always start a petition for the city to instate an ordinance on animal neglect and cruelty.

i would call the animal police or whatever its called and argue. saying that the dog is being neglected and if that does not work call the police and do the same until they do something about that man!

Chances are that bozo does not have the poor thing up to date with his shots either. If you contacted a veterinarian from your local yellow pages I'm sure he could be of some assistance to you. Where I'm from your dog must be liscensed and to get that you must have proof of a rabies shot.
Your best bet is to enlist in some help from a local vet. They will be happy to help.

u need to find an SPCA in ur area and call them. neglecting an animal can result in the SPCA taking it away and giving it a better life somewhere else. just find the SPCA website and find one close to u
