I dont think they are supposed to be able to get a license if they cant read the road signs.

well I believe road signs are the some all over the world - there is no reading as such, it is understanding signs.
eg : a stop sign is octagonal and red every where in the world, maybe the word stop is in the language of the country but everyone can identify that sign....
and if they got the adequate license they are not driving illegally .....
so I don't see where the problem is???.....
yeah they might have a hard time finding the name of a road but nowadays with the gps everything is easier....
to drive you do not need to speak , you need to drive and use your hands and legs.

Don't ask me...!!! Gotta love America....funny how native americans are the new minority and we have to push 1 in our own country to get to speak with someone in English. It makes me sick!
Don't get me wrong, I have friends who are of Spanish decent but they all have jobs and speak english, they are not milking our welfare system and having a bunch of babies for us to support. They did things the "right way" and I have much respect for that and THEY RESPECT AMERICA AND THE NATIVE LANGUAGE HERE!!! They are proud to uphold our beliefs and anyone who is not should go back where they came from...
they need to speak the language if they are going to live here.

Well, here in the United States, they get to take the test written in Spanish if that's their native language.

By taking and passing the written and road tests. That's why the signs have certain shapes, you know what they are even if you can't read the words.
In the US they will even supply you with tests in various languages.

There are International drivers licenses. Most signs now have either numbers (for speeds) or an indication of what they mean.

no they are not coz DMV has those test papers in their language. like Spanish, Hindi, Vietnamese.(if i spelled right), Punjabi..etc..etc
