The reason I ask is because, now I don't mean to sound selfish, but I happen to park my car in the street right in front of my house. But recently someone just decided to park their "For Sale" car there, and who knows how long it's going to be there for. Now I can't park there, and I really don't feel comfortable parking my car someplace where I can't keep an eye on it. Are there any rules that apply to displaying a car for sale or does the owner have the right to park it anywhere they want?

There may be city ordinances, community rules or neighborhood covenants that regulate this. You can call the police (non-emergency number) and ask if there is a city ordinance. There also may be a city ordinance, rule of neighborhood covenant restricting the period of time that a vehicle is parked in one place. You could inquire about that as well... if you have noticed that the car has not moved in say 72 hours or something. (In my town, parking is very restricted and you can be cited and ultimately towed if your car does not move something like 15 feet in 72 hours.) This is really to prevent abandoned and non-used vehicles from hogging the parking, I think.

They shouldn't be able to do so without permission from the city, since they are the ones who own the street. Tell the police it's becoming a problem because of people being loud at night when they stop to look at it and it's disturbing the peace. Could also throw in that it makes the neighborhood look cheap to have a used car lot in the middle of the street.

I know in the town i live in, a car for sale cant be in the same place for more than 72 hours. The town 5 miles north of me does not allow any car to be displaying a for sale sign in city limits.

I think no laws apply. Call your local police department and ask the police.
