State police are the same as the state patrol I am assuming...
Their main priority is the highways and freeways of the state, but they have jurisdiction over the entire state.
I have had a few respond to my calls in the city as backup because they were bored.

Because they are the state police and they are allowed to enforce the law anywhere in the state. Maybe the city government cut funding to the city police force. Or maybe they want to curb speeding and other crimes in the city. Whatever the reason, they are allowed to.
Baserunner, most police agencies do not have a quota. And if we did, there are so many offenses we see throughout the month that we let go, we wouldn't need to pull more people over, simply ticket everyone we do pull over.

State Police Officers can stop anyone, anywhere. Whether it be in the city, county, or on the interstate. As long as it is within their jurisdiction, they can do it. After all, all cities and counties are part of all States. Sometimes there may not be any local Officers available. But if they see someone flying by them, they can't very well just turn their head in hopes of a city Officer catching them.

I live in RI too.. they're really just doing their job. They look mostly for trucking violations, but in the summertime..there are a lot more nuts on the road. People speeding and weaving will get you pulled over pretty quick.
They are Rhode Islands finest
