Yemin-Moshe was the first modern neighborhood created outside the walls of Jerusalem's old city.
established by Sir Moses Montefiore the neighborhood was created due to the overpopulation in the old city.

I believe the windmill was built by Montefiore to encourage people to move outside the old city walls. Unfortunately, though, it never actually worked, and is just a touristy attraction and landmark these days. When I was there a few years ago, it didn't even have any blades on it, it was just a stone tower.

Historically,probably for the peoples milling needs but now i think it's just a tourist attraction..
