If a man was scared of commitment and you took it out of the equation by saying that when you see each other, (because you live in different cities) you can be as a couple but any other time you will be single.

I give it a high probability that it will NOT work because we cannot read each other's minds... There is no way we can know when the other person is lying to us unless we caught them in the act... what if you are being faithful to this agreement and he/she is NOT. We humans are great at taking advantage of situations when they arise, especially if there are things that are free. In this case, you are setting yourself up to be this other person's back up, you two will have each other but only when both are in the same vicinity, and when you two are outside of that vicinity you two are going about like strangers. There is a probability that one of you will fall for the other and that person will suffer greatly due to this while the other is out having a good time partying. I suggest that you re-evaluate the situation and state what you want, and if the other person objects then don't go with it and move on. I hope this helps and I hope you make the right decision.

this is a tricky one. just make sure that you both will stick to this agreement because there is always one person who will want more out of the situation.
