It is my observation that serious crimes like mugging, killings and rapes are committed between 2 and 4 a.m in winter and between 12 midnight to around 2/3 in the dead of night in summer when it is pitch dark and less people are on the roads. Criminals think no body is watching them but they are mistaken. The reasons are being totally exhausted brains when they need rest, hence they cannot make judgement between right and wrong, the drinks play important part to think negatively. Two factors are now combined the mental retardness and drinks, hence they are easily tempted to commit crimes. Petty crimes are committed in the beginning of nights when people are in jolly mood to enjoy their evenings like purse snatching, burgalary, picpocketing etc., people are more carless at this time and the criminals are active and well planned because they are fresh on the look out.
You cannot be precise about the nature of crime and its timings, but this is what I gather as general the timings of these nefarious activities. Of course there are other factors involved such as the need, help from accomplicies, darkness, lonliness, mental instability, habitual criminals etc. in short you cannot pinpoint the places and timings.

I would think that early morning would be the time for the least crimes to occur.
Statistics will show that they occur mostly in late evening hours or between 12.00am and 2.00am

it depends on the area you live in. some times crime never stops.
alot of car thefts, break ins and criminal mischeif ocrs earlier in the day/in the morning.
when people start their cars to warm them in the winter before work - lots get stollen bse ppl don't lock the car back up.
thefts from vehs ocr early when people can see what you left in your veh w/o having to use a flashlight to draw attention to themselves.
alot of ppl go around and trash cars- break windows, throw eggs... earlier in the day or really late at night...

Yes, the least active time for criminal activity is generally 5 AM - 7 AM.

It depends on the crime. Most home invasions occur mid-morning. Why do you ask?

No it is not. I commit my crimes early so that I can party at night.
