TO: ALL ENGINEERING DEPARTMENTS
FROM: urs_billi
SUBJECT: DAILY REPORTS
Daily reporting of all tasks are a requirement mandated by management. Please be prompt and ensure that your department meets this requirement before the close of each business day. There will be consequences for departments that continue to disregard company policy.

I think it's inappropriate to send a general reminder with specific names of those failing to comply with rules. It is anti-motivational and has potential to harm that person's advancement potential. Rather, I'd send an email reminder directly to each person that has not met their deadline. You can do it in a memo style yet still be professional and coaching as opposed to disciplinary. This first one could be sent to everyone in one email as a general reminder:
Team:
Just a reminder that daily reports are due by 4:00pm. Additional reports necessitate receipt of your data, thus this deadline is essential. If you find you need additional time, please let me know as early in the day as possible.
Jane
This second one would be sent if the deadline is within, say, 15 minutes or so. It’s best to give the person the option of saving face rather than you being accusatory.
John:
The Daily Report deadline (4pm) is quickly approaching and I don’t see your report in my email. Would you please resend it to me ASAP.
Thank you,
Jane
Hope that helps!

I would just do a memo style.
At the top put TO: All Engineering Department Staff
Then put in the e-mail
A friendly reminder to all employees to send in their (specify type of report here ie monthly report, service report etc.) by (put it date report is required).
Then just put Regards, (this sounds friendly) and put down your name.
Keep it short, they are busy people. They'll get the idea.

I don't understand what you mean by "1,2,3 employees".
Otherwise:
ATTENTION, Engineering Department:
This is a reminder to _____ employees that their reports are due. Kindly submit them ASAP.
(ASAP means "as soon as possible")
