60% is awesome! Our city is much less, I'm sure. We don't get charged since we don't have it.

I don't get charged for recycling and there is a very good reason that recycling is so successful in Seattle.

In Seattle you have to pay monthly for trash pickup. They will only pickup a city serialized trash can. The bigger the trash can you have the more it costs per month for pickup. If you have extra trash you have to purchase a sticker that would go onto a trash bag. No sticker, no pickup.

Recycling is no charge in Seattle. If you want to reduce the per month trash pickup fee you do a better job of recycling. You can dream all you want about people doing the right thing for the environment be all earthy crunchy etc.. bottom line you want to get people to recycle hit them in the pocketbook if they don't.

Currently live on the east coast. Here, your trash pickup is paid for as part of your property taxes. You never see a trash bill, there is no concept of what that service is worth. Trash pickup is just this God given service to most people. Recycling is completely voluntary. There is no incentive for the people to recycle where I live, therefore few do.

I live in Massachusetts and it varies city by city. I am fortunate that I do not have to pay for curb-side recycling. According to our recent city survey - our city supposedly recycles @ 60% as well.
