Window air cinditioning unit.
They are available in 110V and can be plugged into any wall outlet.
They are not overly expensive.

is ur fan facing outside, it draws out hot air, keep curtains closed during the hottest part of day. if a/c downstairs put fan bottom of stairs pointing up. It should draw cold air up. try ceiling fan or a other fan in room to circulate the air. sm window a/c not that pricey.

get a portable/window mount A/C unit. remember that Heat rises so you are already at a disadvantage by having your bedroom upstairs. One thing that I commend you on is your Candles..
